The position of Property and Facilities Manager has the opportunity to shape and support the implementation of the College’s Strategic Intent in relation to the physical infrastructure, assets and services at St Andrews Lutheran College.

Reporting to the Business Manager, the Property and Facilities Manager is to ensure that the College offers state of the art facilities that provide a lasting positive experience to students, staff and the community. 

Key to the success of this role is providing strategic leadership and operational management of all College properties, buildings and assets. The Property and Facilities Manager operates with a high level of autonomy and personal effectiveness and is expected to display significant initiative, sound judgement and collaborative leadership and management in carrying out the requirements of the position.

Key Functions, Accountabilities, Responsibilities and Deliverables:

Strategic Leadership and Planning
  • Contribute to the implementation of the College Masterplan in line with the College’s Strategic Intent.

  • Provide high level strategic advice on current and emerging legislative and industry wide developments to enable the College to respond effectively to change and meeting emerging requirements.

  • Prepare plans and proposals for major and minor capital expenditure, using cost benefit analysis techniques to enable timely decision making by senior leadership and to ensure consistency with budget.

  • Develop an annual budget submission for College facilities and grounds and exercise control measures as necessary to ensure works are completed on time and within budget.

Operational Management
  • Ensure all buildings meet essential service maintenance requirements through a preventative maintenance program. This includes monitoring the facilities request system (Halo).

  • Responsibility for the maintenance and upkeep of rental properties.

  • Responsibility for the engagement of contractors in accordance with College policy to undertake facilities and services related works.

  • Coordinate the necessary documentation required to tender for the provision of facilities, grounds and security services where appropriate.

  • Ensure all technical documentation and information about College assets are up to date and in relevant information systems for planning purposes.

Compliance and Risk Management
  • Undertake the active role of Fire Safety Adviser and ensure compliance with Building Safety Regulations. Oversee evacuation plans, procedures and practice.

  • Undertake risk analysis and develop risk minimization strategies appropriate to the College’s facilities and grounds requirements.

  • Implement and monitor programs which ensure full compliance by the College with all relevant local regulations and State and Commonwealth legislative requirements for all work on campus.

  • Proactively implement WH&S policy, procedures and processes throughout the College and team ensuring accountability, performance, knowledge and responsibilities are upheld.

Security and Environmental Sustainability
  • Develop a Security Management Plan for the College liaising with the Head of IT Services in terms of the security system and access control specifications.

  • Establish and implement a Waste Management Strategy for the College.

People and Relationship Management
  • Lead and manage Facilities & Services staff including the conduct of performance management reviews and professional development, to ensure optimum performance within a team environment.

  • Liaise extensively with the Senior and Executive Leadership Teams to ensure the Departments are providing appropriate, effective and timely services.

  • Build relationships and networks with similar roles within the sector.

Policy, Process and Quality Assurance
  • Ensure that policy development and the implementation of procedures is consultative, timely and promotes a clear understanding of College processes.

  • Research, develop and implement guidelines and procedures relevant to Department operations and maintain quality assurances processes to ensure compliance with relevant legislation, policy and procedure and the College Code of Conduct.

Experience and/or Qualifications
  • Tertiary qualifications relevant to facilities management, construction project management or trade qualifications relevant to building and/or maintenance (will be highly regarded). A building licence is desirable but not essential.

  • Extensive experience in the leadership and management of facilities and asset planning, operations, maintenance, building works, contractor management and contract preparation. Experience in pool operation is desirable.

  • Project Management knowledge, qualification and/or experience.

  • Working knowledge of Queensland building codes and regulations, Australian Standards, WH&S legislation and other relevant frameworks.             

  • Highly developed written and oral communication (including presentation), negotiation, interpersonal, collaboration and customer service skills.

  • Extensive experience in the leadership and management of staff and a genuine interest in collaborating with stakeholders to achieve positive outcomes.

  • Highly developed organisational, time management, analytical and problem-solving skills with the ability to manage and meet the demands of multiple tasks, competing priorities and deadlines.

  • Demonstrated advanced knowledge and skill in the use of software applications including the full range of current Microsoft Programs, and relevant industry software and programs.
